الشورى لها مكانة عظيمة في ديننا الإسلامي، وقد سمى الله تعالى سورة في القرآن الكريم باسم الشورى.
والشورى هي أن يأخذ الإنسان برأي أصحاب العقول الراجحة والأفكار الصائبة، ويستشيرهم حتى يتبين له الصواب فيتبعه، ويتضح له الخطأ فيجتنبه، وهي تكون في الأمور التي ليس فيها أمر من الله، أو أمر من الرسول صلى الله عليه وسلم، إذ إنه لا شورى مع وجود نص شرعي.
ولقد أمر الله تعالى نبيه صلى الله عليه وسلم بأن يشاور المسلمين، ويأخذ آراءهم، فقال تعالى: {فَاعْفُ عَنْهُمْ وَاسْتَغْفِرْ لَهُمْ وَشَاوِرْهُمْ فِي الأمْرِ فَإِذَا عَزَمْتَ فَتَوَكَّلْ عَلَى اللَّهِ إِنَّ اللَّهَ يُحِبُّ الْمُتَوَكِّلِينَ}... (آل عمران : 159).
وإن المتأمل لسيرته وحياته صلى الله عليه وسلم رغم علو منزلته عند ربه، ومكانته بين أصحابه، يجده كثير التشاور معهم، بل وحتى مع زوجاته صلى الله عليه وسلم، ومن ثم كان أصحابه رضي الله عنهم يبادرونه بالرأي والمشورة، ولكن في الأمور التي لم يرد فيها نص شرعي، أما ما ورد فيه نص، فليس أمام المسلم سوى القبول والتسليم، وإن خالف عقله وهواه، ومشاهد الشورى في حياة النبي صلى الله عليه وسلم وسيرته المطهرة كثيرة.
ففي أمور الحرب، تبرز مواقف النبي صلى الله عليه وسلم التي شاور أصحابه فيها، ابتداء بغزوة بدر، حيث شاورهم في الخروج لملاقاة العدو، واختيار المكان الذي ينزلون فيه، وقال صلى الله عليه وسلم قولته المشهورة: (أشيروا علي أيها الناس)، ثم تحرك رسول الله صلى الله عليه وسلم بجيشه ليسبق المشركين إلى ماء بدر، ويحول بينهم وبين الاستيلاء عليه، فنزل عند أدنى ماء من مياه بدر، وهنا قام الحُبَاب بن المنذر كخبير عسكري وقال: يا رسول الله! أرأيت هذا المنزل، أمنزلاً أنزلكه الله، ليس لنا أن نتقدمه ولا نتأخر عنه، أم هو الرأي والحرب والمكيدة؟! فقال صلى الله عليه وسلم: (بل هو الرأي والحرب والمكيدة)، فقال الحباب: يا رسول الله! إن هذا ليس بمنزل، فانهض بالناس حتى نأتي أدنى ماء من القوم أي جيش المشركين- فننزله ونغوِّر (نخرب) ما وراءه من الآبار، ثم نبني عليه حوضاً فنملؤه ماءً، ثم نقاتل القوم فنشرب ولا يشربون، فقال رسول الله صلى الله عليه وسلم: (لقد أشرتَ بالرأي).فأخذ النبي صلى الله عليه وسلم برأي الحباب ومشورته، ونهض بالجيش حتى أقرب ماء من العدو، فنزل عليه ثم صنعوا الحياض وغوروا ما عداها من الآبار.
وفي غزوة (أُحد) جمع النبي صلى الله عليه وسلم أصحابه، وشاورهم في البقاء في المدينة والتحصن فيها أو الخروج لملاقاة المشركين، وكان رأي النبي صلى الله عليه وسلم البقاء في المدينة، إلا أن الكثير من الصحابة خاصة الذين لم يشهدوا بدراً أشاروا بالخروج للعدو، فنزل الرسول صلى الله عليه وسلم على رأيهم.
وعندما أشار سلمان الفارسي رضي الله عنه بفكرة حفر الخندق، استحسن النبي صلى الله عليه وسلم فكرته وأمر بتنفيذها، فكانت سبباً رئيسياً من أسباب النصر في تلك الغزوة.
لقد ربَّى رسول الله صلى الله عليه وسلم أصحابه وعودهم على التصريح بآرائهم عند مشاورته لهم حتى ولو خالفت رأيه، فهو إنما يشاورهم فيما لا نص فيه، تعويداً لهم على التفكير في الأمور العامة ومعالجة مشاكل الأمة، ولم يحدث أن عاتب الرسول صلى الله عليه وسلم أحداً لأنه أخطأ في اجتهاده ولم يوفق في رأيه ومشورته.
ولو ذهبنا بعيداً عن المعارك والحروب، لوجدنا أيضاً في حياته وسيرته صلى الله عليه وسلم الكثير من المواقف التي ظهر من خلالها اهتمامه وترسيخه للشورى بين المسلمين.
فشاور صلى الله عليه وسلم كلاً من علي بن أبي طالب وأسامة بن زيد رضي الله عنهما في قضيّة الإفك، وشاور الناس في كيفيّة التعامل مع من آذاه في عرضه الشريف.
وفي صلح الحديبية، كان النبي صلى الله عليه وسلم قد عزم على الخروج إلى مكة، والصحابة يحلمون بعمرة يزورون فيها بيت الله الحرام، فلما علموا بالصلح والرجوع، حزنوا وتثاقلوا مع أمر النبي صلى الله عليه وسلم بذبح الهدي والحلق، ظنا منهم أن النبي صلى الله عليه وسلم أمرهم بالتحلل من الإحرام أخذا بالرخصة في حقهم، وأنه سيستمر هو في إحرامه، فأشارت عليه زوجته أم سلمة رضي الله عنها بمباشرة النحر وحلق الشعر بنفسه، فسارع الصحابة رضوان الله عليهم لامتثال أمر النبي صلى الله عليه وسلم، فكان رأيها سديداً ومشورة مباركة.
وحين دخل الرسول صلى الله عليه وسلم مكة فاتحاً لها، أشار عليه عمه العباس بقوله: يا رسول الله! إن أبا سفيان رجل يحب الفخر، فاجعل له شيئاً، فاستجاب النبي صلى الله عليه وسلم لمشورة عمه، وقال: (نعم، من دخل دار أبي سفيان فهو آمن، ومن أغلق عليه بابه فهو آمن، ومن دخل المسجد الحرام فهو آمن) رواه أبو داود. وقد حدث بهذه المشورة تثبيت لأبي سفيان رضي الله عنه على الإسلام وتقوية لإيمانه.
لا شك أن الشورى التي حثنا النبي صلى الله عليه وسلم عليها بقوله وفعله، يتحقق من ورائها أهداف عظيمة، فهي تعمل على نشر الألفة بين أفراد المجتمع، وهي وسيلة للكشف عن أصحاب الرأي السديد، ومَنْ بإمكانهم وضع خطط يؤخذ بها في المواقف الصعبة الطارئة، مما يفتح الباب للاستفادة من كل العناصر المتميزة في المجتمع، وحينما تكون الشورى أمراً إلهياً وسلوكاً نبويًّا، فإن المجتمع الذي يتمسك بها، ويسير على دربها، سيحوز الأمن والأمان والتوفيق والنجاح، قال الله تعالى آمراً نبيه صلى الله عليه وسلم: {فَبِمَا رَحْمَةٍ مِنَ اللَّهِ لِنْتَ لَهُمْ وَلَوْ كُنْتَ فَظّاً غَلِيظَ الْقَلْبِ لَانْفَضُّوا مِنْ حَوْلِكَ فَاعْفُ عَنْهُمْ وَاسْتَغْفِرْ لَهُمْ وَشَاوِرْهُمْ فِي الْأَمْرِ فَإِذَا عَزَمْتَ فَتَوَكَّلْ عَلَى اللَّهِ إِنَّ اللَّهَ يُحِبُّ الْمُتَوَكِّلِينَ}... (آل عمران : 159)، وقال: {وَالَّذِينَ اسْتَجَابُوا لِرَبِّهِمْ وَأَقَامُوا الصَّلاةَ وَأَمْرُهُمْ شُورَى بَيْنَهُمْ وَمِمَّا رَزَقْنَاهُمْ يُنْفِقُونَ}... (الشورى : 38).
